On 31 March 2026, during the 76th plenary meeting of the General Assembly’s 80th session, Egypt voted in favor of resolution A/RES/80/251 on “Mandate creation, implementation and review for an efficient and effective United Nations”. This resolution was adopted based on the report of the Informal Ad Hoc Working Group on Mandate Implementation Review, a key component of the UN80 Initiative to improve the effectiveness and coherence of the UN system. The resolution lays out the framework to be applied across the United Nations system throughout the mandate life cycle, in respect of the creation, implementation, and review of UN mandates.

In its explanation of vote, Egypt highlighted that it voted in favor of the resolution despite describing it as “not perfect”and having concerns about the design of its adoption process at both the General Assembly and the concluding meeting of the Informal Ad Hoc Working Group.:

  • Egypt voted against the no action motion that was put forward at the concluding meeting of the Informal Ad Hoc Working Group in response to several oral amendments to the draft resolution, stressing that all Member States must have the right to present proposals for amendments and to have them considered and voted upon by the General Assembly. It described the growing use of such motions as a ‘troubling practice’—undemocratic, politically motivated, and exclusionary—and confirmed that it would have supported the proposed amendments.
  • Egypt expressed disappointment that the resolution was adopted by vote rather than consensus, noting that consensus strengthens unity and legitimacy.

Egypt emphasized that future work should move beyond general discussions toward line-by-line textual negotiations. It remains committed to engaging constructively in the next phase.
