Egypt Reaffirms the Human Rights–SDG Nexus and Highlights Financial Challenges to Their Realization

On the 31st of March 2026, in the 54th meeting of 61st session of the Human Rights Council, draft resolution on the “Promotion and Protection of Human rights and the Implementation of the 2030 Agenda for Sustainable Development” (A/HRC/61/L.28) was adopted without a vote.
Prior to adoption, Egypt extended its appreciation to the core group and the penholder for their constructive approach during consultations.
Egypt stressed that the Sustainable Development Goals (SDGs) represent a tangible manifestation of human rights in action, noting that the achievement of each SDG corresponds to the realization of fundamental and universal human rights.
However, Egypt also drew attention to the challenges facing the international community as the 2030 target approaches. With only a few years remaining, concerns remain that nearly half of the SDGs continue to progress at a pace considered too slow, while 18 percent are regressing amid a challenging global economic environment.
Against this backdrop, Egypt welcomed the updates introduced in the draft resolution aimed at aligning it with recent United Nations outcomes, including the Pact for the Future and Sevilla Commitment .
Egypt further commended the inclusion of language highlighting the growing financing gap for development, which has reached approximately four trillion dollars annually and particularly affects developing countries. According to Egypt, this financing gap significantly hampers progress toward sustainable development and consequently undermines the full enjoyment of human rights, particularly economic, social, and cultural rights.
Attention was also drawn to the inclusion of a new reference emphasizing the importance of pursuing deeper reforms of international financial architecture. Egypt welcomed the focus on enhancing resilience, addressing existing challenges and crises, and strengthening the voice and representation of developing countries within the international system.
In light of these considerations, Egypt encouraged members of the Human Rights Council to adopt the draft resolution by consensus, emphasizing the strong interconnection between sustainable development and the promotion and protection of human rights.
